Kornelia Shilunga
Special Advisor to the President & Head of Upstream Petroleum Unit

Honourable Kornelia Shilunga is the Special Advisor to the President and Head of the Upstream Petroleum Unit in the Office of the President of the Republic of Namibia.
She previously served as Deputy Minister of Mines and Energy from 2015 to 2025. She has extensive experience in public administration, energy, extractive industries
and policy development. Hon. Shilunga holds qualifications in public policy and administration, business administration, nursing education and community health,
and law. In her current role, she provides strategic leadership and oversight on Namibia’s upstream petroleum sector, supporting the country’s petroleum development and institutional and regulatory advancement.
