Dr Kubeshnie Bhugwandin obtained a Bachelor of Science and Bachelor of Science Honours from the University of KwaZulu Natal, a Master of Science from the Wits University and a Doctorate from Wits in Business Strategy and Engineering Management. Kubeshnie is a Professional Registered Scientist and serves as a Deputy Director-General at the Department of Electricity and Energy, where she is responsible for overseeing state-owned entities, shaping energy policy, and guiding energy planning for the country. Kubeshnie is also a guest lecturer and an examiner at the Wits Business School and represents the Department on the Boards of state owned entities.
